A 15-year-old boy who allegedly threw a broken bottle at a pump attendant in Sampaloc, Manila will undergo a reformation program while under the custody of the Reception and Action Center of the Manila Social Welfare Department.

The case was featured on Unang Balita, where authorities provided updates on the teenager's status and explained the legal process involving minors accused of crimes.
According to the Manila Police District (MPD), the teenager is now under the care of the city's social welfare office while the incident remains under investigation.
The police also addressed a common misconception that minors can never be held liable for criminal acts. According to the MPD, this is not always the case.

"Hindi totoong hindi makukulong ang menor de edad. Nakadepende ito kung umakto nang may discernment ang lalaki o alam niya ang kanyang ginagawa," an MPD official said during the report.
Authorities explained that a court determines whether a minor acted with discernment, or whether the child fully understood the nature and consequences of the act committed. This assessment plays an important role in deciding possible legal accountability under Philippine law.
The report also highlighted that parents or guardians may also face consequences if their child repeatedly becomes involved in criminal offenses.
An MPD representative cited a local ordinance in Manila that promotes responsible parenting.
"Meron tayong ordinansa sa Lungsod ng Maynila, yung tinatawag nating Responsible Parenting in the City of Manila, kung saan yung mga minor na nai-involve sa paulit-ulit na insidente, yung pang-apat na beses, ang mananagot na rito ay yung magulang o guardian," the official explained.
The same official added that the penalty depends on the age of the child.
"Depende ito sa edad ng bata. Mas mababa ang edad ng bata, mas mataas ang penalty."
The incident has drawn attention to the legal procedures involving children in conflict with the law and the responsibilities of both minors and their parents under existing regulations.
