According to police, the rider turned himself in on Wednesday, several days after the accident took place. Investigators explained that the rider was unable to immediately report to authorities because he also sustained injuries during the incident.

"The incident happened very quickly," Tuayon said.

The police official explained that the rider claimed he was caught off guard when the victim suddenly crossed the road.

"He said he was really surprised because the victim suddenly crossed," Tuayon said.

Authorities noted that based on the initial findings, the victim appeared to have exercised caution before attempting to cross.

"Although the victim looked to the left and right, the motorcycle was really moving fast," Tuayon said.

Police are also considering the weather conditions at the time of the accident as part of their investigation.

"At that time, it was raining, so perhaps the rider was trying to avoid getting soaked, which may explain why he was traveling fast," Tuayon said.

The case remains under investigation as authorities continue to determine the circumstances surrounding the fatal collision. Police have not yet released additional details regarding possible charges or legal actions that may be filed against the rider.
