Senator Robin Padilla has filed a proposal seeking to amend Republic Act 10533 or the Enhanced Basic Education Act of 2013, pushing for the removal of Senior High School (SHS) and a return to a simplified education structure consisting of kindergarten, six years of elementary education, and four years of high school.

According to Padilla, while the K to 12 program was designed to improve the quality of education and make Filipino students more globally competitive, it has instead become an added burden for many families across the country.
“We cannot deny that many Filipino families are struggling to afford the extra two years of schooling,” ani Padilla.
He stressed that the financial pressure placed on parents has become one of the most pressing issues under the current system, especially for low-income households trying to sustain additional educational expenses.

Padilla also pointed to concerns about student retention, saying that the extended schooling period may be contributing to higher dropout rates in some communities.
“If the result of the system is that more youth are forced to drop out, we need to think about whether this is really the right direction,” dagdag niya.
Beyond financial and accessibility issues, the senator also questioned whether the current Senior High School curriculum is truly effective in preparing students for higher education or employment opportunities.
Meanwhile, earlier statements from the Contact Center Association of the Philippines (CCAP) highlighted that many SHS graduates still lack sufficient readiness for the business process outsourcing (BPO) industry. The group also noted the need to further update the curriculum, especially as artificial intelligence and evolving job requirements continue to reshape the labor market.
The proposal has sparked widespread reactions online, with supporters emphasizing the economic relief it may bring to families, while critics argue that removing SHS could reverse gains in educational reform achieved over the past decade.
As discussions continue, the proposal is expected to fuel further debate on whether the K to 12 system should be reformed or significantly overhauled.
