During Sen. Robin Padilla's Facebook Live on June 25, BB explained why she believes the proposal should not be viewed as an effort to punish children but rather as a preventive measure against juvenile crime.

According to BB, she trusts her brother's intentions and believes the measure is meant to discourage minors from engaging in criminal acts.

“Naniniwala ako sa sinasabi ni Robin. Hindi po ito para parusahan ang mga bata. Ang sinasabi po niya is magkaroon ng deterrent. Magkaroon ng kinatatakutan ang mga bata,” she added.

She also said that:

"Hindi ko po to kinakampihan si Robin dahil kapatid ko."

She emphasized that the proposal does not seek to imprison all children who are 10 years old. Instead, she said it is designed to establish accountability and discourage young individuals from committing offenses.

“So sinusulong niya ang panukalang ito hindi para ikulong ang lahat ng ten-year-olds. Ang talagang pinanggagalingan lang po no'n ay may katakutan ang mga batang ito.”

BB also shared that she sees the proposal as a form of protection rather than punishment. To explain her point, she cited a religious comparison, saying laws can exist to guide and safeguard people.

"Hindi ko po ginagamit ang Diyos. Pero ang totoo po niyan, kaya tayo binigyan ng ten commandments ng Panginoon is not to punish us or to condemn us, but actually to protect us from sin,” BB said.

The discussion resurfaced after Sen. Robin renewed his call to revisit the Juvenile Justice Law following the fatal shooting in Tacloban City on June 22. The incident involved two minors and claimed the lives of three students, prompting renewed public debate over juvenile accountability.

However, the proposal immediately faced criticism from Akbayan Party-list. The group argued that the senator was allegedly taking advantage of the tragic incident to revive what it described as a misguided legislative proposal.

Aside from seeking to lower the age of criminal responsibility, Sen. Robin has also proposed banning minors from accessing social media platforms, citing concerns that online content could contribute to radicalization among young people.

The issue continues to divide public opinion, with supporters arguing that stricter measures could help prevent crimes involving minors, while critics maintain that children need stronger social protection and rehabilitation rather than harsher legal accountability.

BB Gandanghari is a Filipino-American actress, model, and director who originally rose to prominence in the 1990s as Rustom Padilla, a popular leading actor and matinee idol from the influential Padilla showbiz clan. Following a historic public coming-out and her gender transition in 2009, she built a new life in the United States and has since mended ties with her younger brother, actor and senator Robin Padilla, who now proudly embraces her as his sister.

In another report, Senator Robinhood Padilla is pushing for amendments to the country's laws by proposing that the minimum age of criminal liability be lowered to 10 years old. The proposal was put forward following the tragic school shooting in Tacloban City on June 22, 2026. Alongside it, the senator called for a special legislative session to discuss measures that could help prevent similar incidents in the future. The proposal has since ignited widespread debate over striking the right balance between rehabilitating young offenders and holding them criminally accountable.
