Based on the report of GMA News, the foreigner allegedly went ballistic at the precinct.

The driver said that the foreigner allegedly did not pay P400.

The authorities decided to bring the suspect to a hospital so that he could undergo psychological evaluation.

Police officers did not reveal the nationality of the foreigner except that it can be gleaned from the video that he was a big guy.
