A word war among legislators erupted yesterday after the House Committee on Appropriations decided to proceed with the budget hearing of the OVP after voting on a motion to terminate it.
In a video shared by GMA News, one can see the heated exchange of words between a number of Congressmen.
Earlier, the Committee on Appropriations through its Chair, Rep. Stella Quimbo, lamented the fact that the Vice President or any of her representatives failed to attend the budget hearing after waiting for them for one hour to appear.
Subsequently, Cong. Rodante Marcoleta, took the floor and cited what he referred to as a “time-honored tradition” of inter-branch courtesy in the government.

He then moved to terminate the budget hearing of the Committee on Appropriations on the budget of the Office of the Vice President, a move which some viewed as akin to an approval of the proposed budget of the OVP.
The chairman of the committee then asked for the motion to be voted upon, which then saw its defeat with a vote of three in favor and forty-five against.
The chairman temporarily suspended the hearing after the vote and it was during this time that a word war erupted between Cong. Marcoleta and some of colleagues, particularly Cong. Stephen Paduano.
Accusations were hurled back and forth and at one point, Cong. Marcoleta and Cong. Paduano looked fiercely at each other.
The House Committee on Appropriations, or the House Appropriations Committee, is a standing committee of the Philippine House of Representatives. The jurisdiction of the committee covers expenditures of the national government and its agencies. The committee also has the power to create or abolish and classify positions in government, it can also determine salaries, allowances, and benefits of government personnel and officers, and it also has the power to appropriate payment for public indeptedness.
In the same hearing yesterday, it can be noticed that VP Sara Duterte and her OVP representatives were not in the premises as the hearing in the House of Representatives went on. At the beginning of the hearing, committee chairperson, Rep. Stella Quimbo, read a letter from the Office of the Vice President and decided to wait for an hour for any OVP representatives. It can be recalled that during the budget briefing of the OVP last August 24, the committee decided to defer its termination today, September 10. After an hour of waiting for a representative from the OVP, the hearing continued.
Meanwhile in a previous news, the House of Representatives has issued an official certification in favor of Cong. Arjo Atayde. It states that the solon was issued a travel authority for the international screening of "Topakk." The same certificate also stated that Arjo did not request any government funds for the travel. Thus, the expenses that Arjo would be using during his travel will be borne out of his own personal funds.
