In a dramatic revelation regarding a project conceptualized under former agency head Tirso Cruz III, current Film Development Council of the Philippines (FDCP) Chairman Jose Javier Reyes shocked the public by sharing how Senator Robin Padilla secured a massive P150-million budget insertion to rescue the nation's historical cinematic legacy.

The project, aimed at erecting the long-delayed Philippine Film Heritage Building in Intramuros, Manila, was intended to be a magnificent sanctuary for local arts but quickly transformed into a frustrating administrative nightmare.
Speaking candidly on a popular talk show, Joey detailed how the financial setup originated during Tirso's term. The initial cost projections for the structure were aligned with the multi-million allocation.
Joey recalled the beginning of the project, stating, “Originally n’ung ini-estimate siya ng kontratista, then chairman Tirso, ang binigay na presyo P150 million to build that building. Tapos binigyan kami ng pera, ng insertion ni Senator [Robin] Padilla, P150 million.”

However, the excitement surrounding Robin's legislative contribution quickly soured into complete disbelief when management changed hands.
When Joey officially stepped in to take the helm of the agency, he was led to believe that the cultural headquarters was entirely ready for occupancy.
Instead, he walked right into a deeply upsetting scene, encountering a hollow shell that was only halfway completed.
The unexpected revelation forced the agency into a panicked scramble for emergency funding.
Joey vividly described his shock and the shifting explanations provided by the project's handlers, explaining, “Sabi sa amin, tapos na ang building. Hindi na si Tirso ang chairman, ako na ang chairman. Pagdating ko kalahati pa lang [nagagawa]. Sabi ko, ‘Bakit ganito?’ Sabi nila, yung P150 million, Phase 1 pa lang ’yon, kailangan pa ng another P100 million.”
Faced with an unexpected P100-million deficit to make the building habitable, Joey felt completely overwhelmed by the daunting task of begging lawmakers for additional support.
He shared his desperation during that dark period: “Sabi ko, ‘Diyos ko, saan ako kukuha ng P100 million? Kahit lumuhod ako sa lahat ng senador at congressman, saan ako kukuha ng P100 million?'”
The situation grew even more complex when the identity of the contractors was brought to light.
According to Inquirer Entertainment, the construction firm handling the project belonged to Curlee and Sarah Discaya, individuals who are currently detained under heavy, non-bailable charges related to a massive nationwide flood control scandal.
Desperate for a solution, Joey escalated the issue directly to the highest levels of government, securing a critical meeting with the First Lady.
Upon inspecting the site, the First Lady was absolutely furious, denouncing the structure as a substandard monument of pure failure filled with roof leaks and structural cracks.
Joey remarked, “Nung nabanggit ko ang problema, na realize ko na ang kontratista nyan yung tinalo ni (Pasig Mayor) Vico (Sotto)… Doon medyo pumilantik ang tenga ng First Lady. Nung pumasok si [DPWH Sec.] Vince Dizon, ni-require ng First Lady na tapusin na ang building.”

Thanks to the urgent intervention of the executive branch and the Department of Public Works and Highways under Secretary Vince Dizon, the construction was salvaged from abandonment.
