- DILG Secretary Eduardo Año earlier recommended only one person to the President, though no one, other than the two knew who it was

The President has approved the recommendation of DILG Secretary Eduardo Año on who will be the next PNP Chief.

Gen. Eleazar, a member of the Philippine Military Academy (PMA) Hinirang Class of 1987, will replace the soon-to-retire Gen. Debold Sinas, whose term as PNP Chief was marred by controversies, which at times put top government officials on the spot.

Among the litany of controversies that put Gen. Sinas, and at times the entire PNP organization, as the most discussed topics in social media, were the mañanita debacle, the Ragos case, the alleged killing of four Army intelligence team by Jolo policemen, the Nuezca-Gregorio case, Christine Dacera case, Mayor Ronaldo Aquino ambush-murder by alleged elements of the PNP, and many more.

The string of controversies sometimes put top government officials, including those in Malacañang, in tight spots.

On May 3, Gen. Sinas in one of his farewell speeches, urged police officers to stay fit as he himself lost 72 pounds under Oplan Chubby Anonymous. He also encouraged the next PNP Chief to continue the program.

As for Gen. Eleazar, he is often portrayed as an honest and no-nonsense police general who can be funny on one side, and very strict when it comes to obeying rules, procedures, policies, and laws.

Many have been batting for Gen. Eleazar to be the next PNP Chief, although many doubted it because of his sternness and strictness.

With Gen. Eleazar at the helm, the PNP organization can expect a lot of changes to happen.

P/Lt. Gen. Guillermo Lorenzo Tolentino Eleazar is a Filipino police officer who graduated from the top military institution in the Philippines, the Philippine Military Academy, belonging to the Hinirang Class of 1987. Gen. Eleazar was born on November 13, 1965 in Tagkawayan, Quezon, Philippines. Among his assignments after graduating from PMA was in Quezon City Police District, Police Regional Office 4A, National Capital Region Police Office, PNP Directorial Staff, and as PNP Deputy Chief for Operations. In 2020, he was appointed as the Deputy Chief for Administration of the Philippine National Police.

There were some, however, who did not approve of the styles and techniques employed by Gen. Eleazar. When he was still NCRPO Chief, he had a sudden outburst when he faced a cop accused of extortion. Eleazar explained what happened and apologized for his behavior. However, the NCRPO chief said that the "kotong" cop deserved it.

As for President Rodrigo Duterte, he said he is “okay” with NCRPO chief Guillermo Eleazar getting violent against the “kotong” cop. The President also said that he has got the back of Eleazar after the incident. Gen. Eleazar has since apologized for his sudden outburst.
