President Ferdinand Marcos Jr. replaced Gen. Nicolas Torre III as head of the Philippine National Police and appointed Lt. Gen. Jose Melencio Nartatez Jr. as officer-in-charge on Tuesday.
Nartatez, a graduate of PMA Tanglaw-Diwa Class of 1992, previously held the position of Deputy Chief for Administration, the second-highest rank in the PNP.
The move came shortly after Torre’s controversial order reassigning several senior police officials, including transferring Nartatez to Western Mindanao and bringing back Lt. Gen. Bernard Banac to his former post.
The reshuffling drew criticism because it was not cleared with NAPOLCOM and the DILG, as required for such changes.

On August 14, NAPOLCOM issued a resolution restoring the officials to their original posts.
Despite Torre saying the issue had been settled with NAPOLCOM, he was removed less than three months after being named the 31st PNP Chief in June.
His mandatory retirement is still years away, set for March 2027. DILG Secretary Jonvic Remulla said Torre may still be given another government role, though details were not revealed.
In his first statement as OIC, Nartatez promised to improve patrolling and investigation, continue the five-minute response policy, strengthen security protocols during public events, and strictly monitor integrity at all levels to remove rogue officers and build public trust.
