Boxer Eman Bacosa Pacquiao has formally filed a complaint before the Games and Amusement Board (GAB) against his recent opponent, Rodelyn Perez, and referee Jerold Tomeldan following their PBF Youth lightweight title bout on June 21.

The complaint, reported by Aubrey Carampel on 24 Oras on Monday, June 29, centers on allegations of repeated intentional rabbit punches, or blows delivered to the back of a fighter's head, which are prohibited under boxing regulations.
Perez won the championship match via majority decision, but Eman's camp insisted that the issue goes beyond the official result of the fight.

According to Eman's mother and manager, Joanna Rose Bacosa Dino, the punches were repeatedly thrown and were not accidental.

“Normal sa nagkakainitan na fighters yung magkasakitan o sabihin na po natin na ma-rabbit punch, pero yung hindi po intentional. Yung ginawa kay Eman intentional kasi paulit-ulit po,” she said.
Joanna emphasized that their complaint was filed because of concerns over Eman's well-being rather than dissatisfaction with the judges' decision.
“Hindi na po ito usapin ng talo kami o panalo kami, ang pinaka-concern ko po dito ay yung health ni Eman,” she added.
According to Eman's camp, despite the alleged repeated rabbit punches during the bout, Perez was not issued any warning or penalty by referee Jerold Tomeldan.
Joanna also disclosed that Eman experienced physical problems while the fight was still ongoing. She said the boxer complained of body stiffness that began in his feet before gradually spreading upward.
Following the match, Eman underwent a CT scan, and his camp is still waiting for the medical results.
GMA News sought comments from both Perez and Tomeldan regarding the complaint, but neither had issued a response as of reporting time.
Meanwhile, GAB confirmed that it has officially received the Complaint-Affidavit, which cited alleged misconduct and officiating lapses.
In its statement, the board said it would require the individuals named in the complaint to submit their respective comments as part of its standard regulatory process.
“Following standard regulatory procedure, the GAB will require the individuals identified in the Complaint-Affidavit to submit their respective comments. This ensures that all relevant parties are afforded due process and given a fair opportunity to be heard. Upon receipt and evaluation of all relevant submissions, the Board will resolve the matter objectively and in accordance with existing rules,” GAB said.
The board also stated that it would refrain from discussing the merits of the complaint while the proceedings remain ongoing.
“To preserve the integrity of the proceeding, the GAB shall refrain from commenting on the merits of the case pending its final resolution.”
The complaint is now under the board's review as it proceeds with its regulatory process.

Joanna questioned the officiating, alleging that repeated blows to the back of her son's head were not properly penalized by the referee. Despite the outcome, she commended Eman for his sportsmanship, strong faith, and dedication to fighting fairly.
