Sen. Robin Padilla has renewed his call to amend the Juvenile Justice and Welfare Act following the shooting incident at Banga National High School in Banga, South Cotabato, on September 18.

The senator made the call after sharing on his Facebook account on Saturday, September 19, a media interview with the mother of a student who died in the incident.

Padilla said amending the Juvenile Justice Law and establishing juvenile detention centers should serve as a first line of defense for young people, parents, students and the public.

“Ang unang depensa ng mga kabataan, magulang at mag aaral lalo ng taongbayan ay ang pag amenda ng juvenile justice law at ang pagtatag ng juvenile detention center,” Sen. Robin said.

He also pointed to another proposed measure focused on school safety.

“Ang panukala ni Senator Bam Aquino na Senate Bill No. 2426, also known as the Comprehensive School Safety Act ay ang pangalawang depensa,” he added.

Senate Bill No. 2426 seeks to establish a National Comprehensive School Safety Framework, with standards covering the prevention of, response to and recovery from threats and incidents affecting schools.

The Banga shooting has prompted several lawmakers to call for different measures addressing school safety, firearm security and other factors surrounding violence in schools.

Padilla had also spoken about his political plans on September 18, saying that the latest school shooting contributed to his decision to leave politics after his Senate term.

“Paano ako hindi magdedesisyon na talikuran na ang pulitika? May pamamaril na namang naganap sa isang paaralan sa South Cotabato, ngunit ayaw pa ring amyendahan ng dalawang kapulungan ng Kongreso ang Juvenile Justice Law. Hindi naman ako bulag at bingi.”

He previously said that he does not intend to seek further political participation after his term ends in 2028 and that he instead wants a quieter life.

“Maraming salamat po sa napakaraming kaibigan na nagtutulak sa aking pananatili sa pulitika, pero halata naman po na hindi ako nababagay sa mundong ito," Sen. Padilla added,

Padilla has been among the lawmakers advocating changes to the rules on criminal responsibility for minors. His Senate Bill No. 372 proposes lowering the minimum age of criminal responsibility in certain cases, amending Republic Act No. 9344.

The existing Juvenile Justice and Welfare Act generally provides exemptions from criminal liability for children below 15, subject to the intervention and other provisions of the law.

Padilla has also filed a measure seeking to regulate children’s use of social media. Senate Bill No. 2989, or the Children Safety in Social Media Act, remains pending in committee.

In another report, Senator Robin Padilla announced that he no longer plans to seek public office in the 2028 elections, saying he wants to focus on his young children and pursue a quieter Islamic family life. He also named several personalities whom he would prefer to see considered as Vice President Sara Duterte’s possible running mate, including Senators Alan Peter Cayetano, Imee Marcos, Bong Go, Ronald “Bato” dela Rosa, and Rodante Marcoleta, as well as former presidential legal counsel Salvador Panelo. Robin thanked those who had encouraged him to remain in politics but said he no longer sees himself as suited for the political world. He ended his statement by invoking his view that revolutionaries should dismantle thrones rather than sit on them.

Meanwhile, Rommel Padilla opened up about the criticism directed at his younger brother, saying the negative comments about Robin have been painful for him. During an interview, the actor defended the senator against people who mock and insult him over his public statements. Rommel became emotional as he discussed how Robin’s recent controversies have drawn attention, saying he knows his brother personally and is affected by the harsh remarks he receives. He also expressed sadness over what he sees as people focusing on Robin’s mistakes while overlooking other aspects of his character and actions.
