Rizal, Cagayan Mayor Joel Ruma was killed in a shooting incident on Wednesday evening, April 23, 2025, during a campaign sortie in Barangay Illuru Sur, according to reports from the Police Regional Office 2 (PRO2).

The incident occurred at around 9:30 PM.
Mayor Ruma sustained a gunshot wound to his right shoulder, with the bullet exiting through his upper-to-middle right back chest.
He was immediately transported to Tuao District Hospital, but was pronounced dead on arrival at 10:31 PM.

In addition to Mayor Ruma, two other individuals were injured in the shooting. One sustained a gunshot wound to his right elbow, while the other was wounded in the chest and lower back.
Both injured victims were initially treated at Tuao District Hospital before being transferred to Cagayan Valley Medical Center in Tuguegarao City for further medical attention.
The police are currently investigating the circumstances surrounding the shooting and have not yet released details regarding potential suspects or motives.
The incident occurred during a campaign event, raising concerns about potential political motivations.
This is not the first time violence has touched the political landscape of Rizal, Cagayan.
In 2018, the then-Vice Mayor Joel Ruma was accused of being the mastermind behind the killing of Rizal Councilor Alfredo Alvarez.
Murder charges were filed against Ruma and two others, though it is not clear if these charges are still pending.

In other news, a policeman allegedly forcibly entered a house past 1 am. GMA News' report on the incident showed a video footage taken by one of the residents in the house. A young man, whose age and identity were not disclosed by GMA, in an interview, said that they were allegedly hurt by the police officer including their grandmother. The suspect, identified as a staff sergeant, was eventually arrested and would be facing different charges.
