In a recent development, Malacañang has responded to Davao City Mayor Sebastian “Baste” Duterte’s criticism of President Ferdinand “Bongbong” Marcos Jr. regarding the arrest of former President Rodrigo Duterte. Mayor Duterte accused President Marcos of lacking “utang na loob” (debt of gratitude), referencing the 2016 decision by the elder Duterte to allow the burial of President Marcos’s father, the late Ferdinand Marcos Sr., at the Libingan ng mga Bayani.

Presidential Communications Office Undersecretary Claire Castro addressed these allegations, emphasizing that personal debts of gratitude should not impede the enforcement of the law.

She stated, “Hindi po dapat mahinto ng utang na loob ang pagpapatupad ng batas. Hindi po dapat traydurin… ang pagpapatupad ng commitment with the Interpol.” 

Castro further highlighted that President Marcos had already expressed his gratitude in 2016 for the decision to allow his father’s burial at the national heroes’ cemetery. She underscored that the implementation of the law and adherence to international commitments should not be compromised due to personal relationships or past favors.

The arrest of former President Rodrigo Duterte has sparked significant reactions, particularly from his supporters in Davao City. Mayor Baste Duterte voiced his outrage during the 88th Araw ng Dabaw celebration, labeling the arrest as “illegal” and vowing to resist any attempts to silence their family and supporters. He also criticized President Marcos’s leadership, accusing him of betrayal.

The former president was detained upon his return to Manila from Hong Kong and subsequently transferred to the Scheveningen Prison in The Netherlands. He now faces trial at the International Criminal Court (ICC) for alleged crimes against humanity due to thousands of alleged extrajudicial killings during his presidency.

Despite the Philippines’ withdrawal from the ICC in 2019, the court maintains jurisdiction over crimes committed before the withdrawal took effect. This development has intensified the discourse on the balance between personal allegiances and the unwavering enforcement of the rule of law.

Former Pres. Rodrigo Duterte was the 16th President of the Republic of the Philippines. He left Malacañang on June 30. The newly inaugurated President of the Philippines is Bongbong Marcos who got 31 million votes in the May 2022 elections. The new Vice President of the Philippines is VP Sara Duterte, the daughter of the former president.

Earlier, the former president was apprised of his rights under the Miranda Doctrine. In a video shared by GMA News, CIDG chief, Police Major General Nicolas Torre III, is seen reciting the Miranda Doctrine to the former president. The reading of the Miranda rights is a standard procedure for persons being arrested to ensure that the latter fully understands their rights upon their arrest. It can be recalled that the International Police (InterPol) has confirmed the issuance of the arrest warrant by the International Criminal Court against the former president.

An earlier video showing former President Rodrigo Duterte’s longtime partner, Honeylet Avanceña, seemingly trying to prevent the former leader from being taken into custody has gone viral. The video, which was posted on the social media page of their daughter, Veronica or Kitty Duterte and shared by ABS-CBN news on its own page, has since then gone viral. The said video also captured snippets of conversations between Avanceña and the former leader.
