Further investigation revealed that Minor had sustained a gunshot wound to the chest. He was still wearing his tanod uniform, indicating he was scheduled for duty.
Following witness testimonies, authorities apprehended the suspect, 41-year-old Regie Gaborno, a former barangay tanod, on March 24.
Gaborno alleged that he was attempting to collect a 15,000 pesos debt from Minor. He also stated that he did not intend to shoot the victim.
Gaborno further claimed that Minor was the one who initially brandished a firearm during their encounter, prompting him to fire first.
“Nagalit ako kasi ang tagal ko nang naniningil sa kanya, sinasabihan lang akong sa susunod lang. Pinapaasa lang niya ako at iniiwasan pa,” Gaborno said.
However, police suspect that the killing was premeditated, given that Gaborno was carrying a firearm.
“Kung yung purpose mo is maningil ng utang, bakit ka may dalang baril? Ibig sabihin, pinagplanuhan niya talaga,” said Police Major Harold Rendora, chief of the Pavia Municipal Police Station.
The victim's son stated that his father routinely carried a firearm while on duty and expressed disbelief that his father owed money to Gaborno.
The victim's firearm was recovered from the suspect, but the suspect's own weapon was not found. The victim's sling bag, containing 6,000 Philippine pesos, was also missing; the suspect claimed to have discarded it.
Gaborno will face charges of murder and violation of Republic Act 10591, the Comprehensive Law on Firearms and Ammunition.
