Veteran actor John Arcilla has joined calls for the passage of the Citizen Access and Disclosure of Expenditures for National Accountability (CADENA) Act amid renewed discussions about government spending following flooding incidents across the country.

Arcilla, best known for portraying Gen. Antonio Luna in the film Heneral Luna, expressed his support by sharing a Facebook post from content creator Jaycon Verallo. The post urged fellow content creators to help amplify the proposed measure filed by Sen. Bam Aquino.

“Calling all Content Creator na paingayin ang panukalang batas ni Bam Aquino ang ‘CADENA ACT,’” Verallo wrote.

“Walang kulay ang batas na ito. Dahil lahat ng Senador pabor dito. Kahit dito man lang [ay] magkaisa tayo,” he added.

The CADENA Act, formally Senate Bill No. 1506, seeks to require government agencies to disclose detailed information related to public funds through a centralized digital budget platform. The measure covers documents including contracts, project costs, bills of materials, and procurement records.

The Senate approved the bill on third and final reading on December 15, 2025, with a 17-0 vote and no abstentions. As of the latest Senate legislative record, the measure remains pending in the House of Representatives.

Under the proposed system, budget-related files would be made publicly accessible while incorporating features intended to make records tamper-resistant, traceable, open-source, and verifiable.

Arcilla has also previously voiced support for Aquino's Blockchain the Budget proposal, which was incorporated into the broader CADENA legislation.

“Ang panukalang ito ay hindi si Senator Bam Aquino ang makikinabang kundi ang Mamamayang Pilipino. Mabuhay po kayo Senator,” Arcilla said in an earlier Facebook post.

The actor said the use of blockchain technology in government budgeting could strengthen transparency and accountability in the handling of public funds.

Arcilla is among several personalities who have publicly supported the CADENA Act. Other artists, musicians, influencers, and public figures named in connection with support for the measure include Edu Manzano, Pokwang, DJ JhaiHo, Aviona Starr, Lexi Mercader, and Kimifierce.

Meanwhile, Rivermaya frontman Mark Escueta, theater actor Phi Palmos, former Pinoy Big Brother housemate Justin Dizon, Inah Evans, Andrea Guevarra, Enzo Bonoan, Moy Ortiz of The Company, Cooky Chua, Mela Habijan, and Aiman Borres have also shared or liked Aquino's posts highlighting the proposed legislation.

John Arcilla is a multi-awarded Filipino film and television actor globally renowned for winning the prestigious Volpi Cup for Best Actor at the 78th Venice International Film Festival for On the Job: The Missing 8. He is also widely celebrated for his iconic portrayal of the historic general in the epic film Heneral Luna.

In another report, John Arcilla criticized some Filipinos and government officials amid flooding caused by the Habagat. The award-winning actor said he believes some officials still fail to understand their responsibility to the people. He also questioned why some members of the public continue to idolize leaders despite what he described as failures in serving citizens. His remarks came after he previously criticized voters who continue to support politicians he described as corrupt.

Meanwhile, John Arcilla spoke out after a video showed a street fish vendor pouring soap and bleach on her fish. The actor questioned the policies that he believes can make it more difficult for struggling Filipinos to earn a living. Arcilla called on government officials to focus on their duty to serve the public and help people find opportunities to rise from poverty.
