According to ABS-CBN News, education leaders are resisting calls to declare a nationwide institutional emergency.

Speaking directly from the scene of the tragedy in Leyte, Undersecretary Malcolm Garma urged the public to remain calm, explaining that the current statistics do not point to a systemic breakdown of safety across the country's vast network of academic institutions.

"As of now, we still can consider these as isolated cases, considering the number of schools all over the Philippines," Garma explained, attempting to ease widespread anxiety.

Despite this classification, he frankly admitted that many institutions are desperately vulnerable and require immediate reinforcement both inside and outside their gates.

He noted that certain areas need more robust coordination with local communities, stating, "There are areas that probably have not yet fully looked into security, not only inside the school but also within the community."

To fortify these vulnerable learning sanctuaries, the agency is aggressively rolling out a multi-layered defense strategy in collaboration with law enforcement.

Instead of relying solely on gatekeepers, larger campuses will soon see roving personnel patrolling the grounds.

"There are schools that are really large. It's not enough to have guards at the gate. We have to have roving guards also," Garma explained.
The agency plans to integrate the Philippine National Police and local barangay watchmen into their daily operations, noting, "We will be able to intensify our security measures outside of the schools so that it can already deter and prevent such acts from happening."

Beyond physical barriers, the crisis has exposed a deep, worrying shortage of mental health professionals within the local academic system.

When questioned about the lack of regular counselors available to detect warning signs before violence erupts, Garma acknowledged the extreme hiring difficulties the state faces.

To bypass this barrier, the government is introducing an alternative workforce. "We're not able to hire full-fledged guidance counselors," he revealed. "In view of that, we are hiring what we call guidance counselor associates who will be performing the same function in the schools."

"Our priority is really to make sure that the victims are being treated and accommodated well and ample support and assistance are given to the victims and their families," Garma concluded.
