Herbert Bautista was criticized by House Assistant Minority Leader and Gabriela Rep. Arlene Brosas after he smooched a 23-year old woman who was attending the rally in Ormoc City.

"This is not about the female supporter agreeing to be kissed. This is about Bautista using the female supporter for his macho power play in a vain attempt to boost the Uniteam campaign rally" Brosas said in a Philstar report.
The entire scene was captured on video and uploaded on various social media platforms.

In the video, Herbert can be seen talking on stage and then, walking towards the side to pick out a woman from the audience.
The former actor and mayor first serenaded the girl and eventually jokingly asked Ormoc City Mayor Richard Gomez to marry them.
The Mayor then jokingly told Herbert to kiss the bride, which the latter did though feigning it at first.
Then without warning, Herbert grabbed the 23-year-old woman’s head and appeared to kiss her.
A footage of the scene was uploaded online where it immediately gained viral status.
More than a week ago, Herbert also became involved in a controversy involving him and a security detail.
In the viral video, Herbert can be seen challenging the security at the gate of a venue of an event after he was refused entry.
The former actor has since issued an apology.
Herbert Bautista, also referred to as “Bistek,” is a Pinoy actor-turned-politican who served as mayor of Quezon City. He started acting at the age of 10. He also used to be part of the gag show, Kaluskos Musmos. The show lasted for more than a decade.
In a recent interview by the SMNI News, the former mayor clarified what happened in the highly tensed confrontation between him and a member of the security detail for the venue of an event. He said that he saw the leg of the person who attempted to trip him, which was why he blew his top.
He also talked about his ex-girlfriend, Kris Aquino, in an interview with Ogie Diaz. During the interview, Ogie frankly asked Herbert about the statements which Kris made during a rally. For the first time, Herbert admitted that he and Kris had previously talked about marriage.
