The incident began when a dog suddenly crossed the road, causing the rider to lose control of his motorcycle and fall onto the pavement. The victim was unable to get back on his feet as other vehicles continued passing through the poorly lit area.

A report by Jun Veneracion on GMA News' 24 Oras on Wednesday featured CCTV footage showing the sequence of events. The video captured the dog crossing the highway before being struck by the victim, who subsequently lost his balance and fell.

Police said the repeated collisions contributed to the rider's death. The darkness of the highway section was also a significant circumstance in the incident, as the victim remained on the pavement after his initial crash.

Authorities noted that the riders who ran over the victim could potentially be held accountable for their involvement in the fatal incident. Their possible liability would depend on the circumstances surrounding the collisions and the findings of the investigation.

However, the police report also indicated that the victim's family no longer intended to pursue a complaint against the other motorists involved.

The incident highlights the dangers faced by road users when unexpected obstacles appear on highways, particularly in areas with limited lighting. A rider who falls following an initial collision can remain vulnerable to approaching vehicles, especially when other motorists fail to notice someone lying on the road.

Police have not provided further details in the report regarding the identities of the other riders or whether any formal complaints have been filed.
