The disturbing incident, which took place in Barangay Saclit, was captured in a viral video and has since triggered outrage online and in the community.
According to Mayor Robert Wanawan, the suspect told authorities that the dog had urinated on him.
The mayor explained that the man acted based on a long-held local belief that such an occurrence brings bad luck or even death.

In the report of Sendee Salvacio for GMA Regional TV on "24 Oras," the video showed the suspect striking Axel with a two-by-two wooden plank in front of several onlookers.
The dog managed to run away, but the man chased after him and continued the assault until the animal died.
Mayor Wanawan said, "May belief kasi kami na pagka (inihian) ka ng aso, may malas o kamatayan."
He added that anger likely drove the suspect to act violently in public.
The suspect is now facing a complaint related to animal cruelty.
The case has prompted animal welfare advocates to call for firm and immediate action.
The Animal Kingdom Foundation stressed the need for accountability and urged local authorities to respond swiftly to what happened to Axel.
In response, Mayor Wanawan has instructed the Sangguniang Bayan to begin drafting an ordinance aimed at addressing incidents of this nature and strengthening animal protection in their municipality.
GMA Regional TV is still attempting to obtain a statement from the suspect as the investigation continues.
