Police said the incident happened at around 5 a.m. when heavy rains from Tropical Depression Wilma continued to trigger flooding across multiple parts of the province.
The 44-year-old officer, a Police Master Sergeant assigned to the 1st Provincial Mobile Force Company of the Cebu Police Provincial Office, was driving from the western section of Cebu toward Cebu City.
Investigators said he initially attempted to continue his trip, but upon reaching the area, the intense surge of floodwater forced him to turn back.

As he maneuvered the vehicle toward Balamban, the car was pushed off the road by raging currents.
Responders from the Balamban Municipal Police Station rushed to the site and found the vehicle at the bottom of a ravine estimated to be 30 feet deep.
The officer managed to climb out of the wreckage with only minor injuries, according to authorities.
Police said his quick reaction and the fact that he remained conscious after the fall helped him escape further harm.
The flooding in Balamban was part of the larger impact of Tropical Depression Wilma, which brought days of continuous rain and caused landslides across the town.
Local disaster teams earlier warned motorists to avoid low-lying and mountainous roads because of the unstable terrain.
While the policeman is now in stable condition, officials reminded the public to avoid traveling during severe weather.
They emphasized that unpredictable flash floods can sweep away even heavy vehicles, especially in areas with steep drops and weak road shoulders.
Authorities continue to monitor the situation and assess risks in surrounding barangays.
