A man claiming to be a former police officer handcuffed himself to a tow truck cable to stop the Metropolitan Manila Development Authority (MMDA) from towing his AUV during a “Bantay Sagabal” operation Friday morning in North Caloocan.

According to a report by Oscar Oida on GMA News' “24 Oras,” the man insisted the MMDA had no authority to conduct the clearing operation on Crispulo Street, claiming the area was part of a private subdivision.
“Pakita niyo muna yung basis ng jurisdiction niyo dito. Ito ba ay pag-aari na ba ng city hall ‘to? Unang-una, wala ngang pasabi ang barangay,” he argued with MMDA personnel.
His sentiments were echoed by another resident whose vehicle was also caught in the operation.

“Dito ako pinanganak. Alam ko na ito ay private. Sabi ko pakita sa amin kung ito ay na-turnover sa city government or local government,” the resident said.
However, the MMDA maintained that the entire stretch of Crispulo Street is a public road. MMDA Special Operations Group-Strike Force head Gabriel Go explained, “Itong kahabaan ng kalsadang ito, hindi po ito private. If it’s a private road, unang-una, dapat gated po ito. It is turned into an alternate route.”
The MMDA added that complaints had been received through the Presidential Hotline about illegally parked vehicles in the area.
Eventually, the man agreed to remove the handcuffs but was still issued a ticket.
A similar operation was conducted along Camarin Road, another key alternate route amid the ongoing MRT-7 construction, particularly for motorists coming from Quirino Highway.
