Actor Boom Labrusca has called for stronger measures to address recurring flooding in Metro Manila and nearby provinces, pointing to both waste management and communities living near waterways as issues that need to be addressed.

Boom shared his views after reposting a photo of a river filled with garbage following days of heavy rain and flooding caused by successive storms and the southwest monsoon.

The actor said one possible solution would be to relocate informal settlers living beside rivers and other waterways.

“Pasintabi po…Hanggat ang mga Informal settlers ay hahayaan nyo dyan sa tabi-tabi walang mangyayari, alisin nyo po sa ilog sa gilid-gilid ng dagat ang mga iyan,” Boom said.

He also pushed for stricter enforcement of laws against illegal dumping, including heavier penalties for those who continue to dispose of their garbage improperly.

“Tapos taasan nyo pa kungdi mataas gawing kulong ang pagtatapon ng basura."

Boom cited Marikina as an example of how cooperation between residents and local authorities could help improve cleanliness and waste management.

“Yung mga taga-Marikina nagawa nila, inunti-unti nila, nagtulong-tulong, naumpisahan ng magandang programa ni Bayani na maging malinis muna ang kapaligiran, sinunod ng mga tao dahil sila din ang napeperwisyo,” he said.

He further emphasized the need for residents and local governments to work together instead of placing the responsibility solely on one side.

“Dapat ang tao magkaroon na ng malasakit di yung puro negosyo at pagkakitaan ng lokal… yes po ito po ay problema ng lokal na Pamahalaan ng Barangay nyo,” Boom added.

The actor then criticized residents who continue to throw garbage indiscriminately, including those living in informal settlements. He stressed that a person's living situation should not determine how they treat their surroundings.

“Di porket nakatira ka sa squatter ay maging ugaling squatter ka. Yung mga basurang yan kanino po ba galing yan?"

Boom also reminded people that improperly discarded waste could eventually affect the same communities responsible for throwing it away.

“Batang 90s knows…Ang basurang tinapon mo babalik din sa’yo,” he said.

He questioned the effectiveness of flood-control projects if residents continue to clog waterways with garbage.

“Anung silbi ng flood Control kung ganyan yung basurang tinapon nyo?"

Boom maintained that people can still practice cleanliness and discipline regardless of where they live.

“Pwede naman po kasing maging maayos yung buhay ng di ka baboy sa kapaligiran … di naman porket nasa squater ka ay squating din ugali mo,” he said.
