The victim, identified as a 59-year-old barangay kagawad, was reportedly heading home from a community service project when he was targeted by unidentified assailants.
According to the Murcia Municipal Police Station, the councilman had just finished participating in a local clean-up drive, a routine part of his duties as a public servant.
As he was traveling through a residential stretch of the town, a "riding-in-tandem" duo on a motorcycle pulled up alongside him. The passenger pulled out a firearm and shot the official at close range.

First responders found the victim with a critical gunshot wound to the head. Medical personnel declared him dead at the scene.

"Tinitingnan namin ang lahat ng posibleng motibo, kasama na ang kaniyang pagiging kagawad at mga personal na away tungkol sa pagmamay-ari ng lupa," a local police investigator stated.
"Dahil tinambangan siya pagkatapos na pagkatapos ng isang community activity, ipinapahiwatig nito na maaaring matagal nang sinusubaybayan ng mga suspek ang kaniyang bawat kilos," he added.
