CCTV footage reveals final hours of Ex-DPWH Undersecretary Catalina Cabral before Benguet fall

Authorities are piecing together the final hours of former Department of Public Works and Highways Undersecretary Catalina Cabral through CCTV footage taken from the hotel where she stayed prior to her death in Tuba, Benguet.

According to an exclusive report by Jun Veneracion aired on “24 Oras” on Tuesday, the hotel turned over the footage after receiving a subpoena from the Philippine National Police and the National Bureau of Investigation.

One clip showed Cabral walking toward the hotel driveway on the afternoon of December 18.

Minutes later, her SUV, which was driven by her personal driver, arrived at the property. Another video captured Cabral checking in at the hotel’s front desk before heading to her assigned suite.

At around 1:10 p.m., the driver was seen accompanying Cabral to her fourth-floor room.

Ten minutes later, the driver entered his own hotel room. At 2:47 p.m., Cabral appeared again on camera as she knocked on the driver’s door and briefly went inside. The two were later seen exiting the room together.

Shortly before 3 p.m., CCTV footage showed Cabral and her driver boarding the SUV. Investigators believe they were headed toward Kennon Road at that time.

The hotel’s cameras, however, did not capture the driver’s reported return around 5 p.m. nor his subsequent departure at 6 p.m.

Other CCTV recordings were not released to the media as they now form part of the ongoing investigation by the PNP and NBI. During an earlier inspection of Cabral’s hotel room, authorities discovered a knife and several medicines inside her bag.

“If we’re talking about the knife or the items that were recovered, ‘yung knife for self-protection while the medications, we secured that. We also took tissues so that we can study if these medications were used,” says acting PNP chief Lt. Gen. Jose Melencio Nartatez Jr.

Investigators continue to review all available evidence as they work to establish the full circumstances surrounding Cabral’s death.

In an earlier KAMI article, the Bureau of Customs was said to be looking into the importation of roughly 40 luxury vehicles believed to be connected to the family of Sarah Discaya. The review was initiated after a viral interview surfaced online showcasing the family’s collection of high-end cars. Customs officials are currently checking importation documents and listed consignees to determine whether any regulations may have been violated. Discaya has also been linked to contractors associated with flood control projects that are now being examined by the Senate. In a separate development, reports also confirmed the passing of former Department of Public Works and Highways Undersecretary Catalina Cabral.

Meanwhile, broadcaster Korina Sanchez-Roxas became a talking point on social media after sharing a photo from a trip to Disneyland. In the image, she posed in front of a palace-like attraction, drawing the attention of netizens. Her caption, which began with “My P10 Million Palace,” was interpreted by many online users as a lighthearted nod to earlier allegations previously raised against her by Pasig City Mayor Vico Sotto.
