The National Bureau of Investigation (NBI) on Thursday night served arrest warrants against businesswoman Sarah Discaya in connection with an alleged P96.5 million “ghost” flood control project in Davao Occidental. According to the NBI, two arrest warrants were formally enforced against Discaya, who is now under their custody.

President Ferdinand Marcos Jr. earlier confirmed that a local court had issued arrest warrants against Discaya and nine other individuals linked to the allegedly fake flood control project. In a video message, the President revealed that the accused are facing serious charges related to the misuse of public funds.
“Ang mga akusado ay nahaharap sa kasong graft at malversation, ito pong mga kasong ito hindi po bailable ito, hindi pwedeng bayaran ang kanyang…para sila’y malalabas sa kulungan. Kabilang na po rito si Sarah Discaya na sa kasalukuyan ay nasa kustodiya ng NBI,” Marcos said.

The President also disclosed that eight officials from the Department of Public Works and Highways (DPWH) have already expressed their intention to surrender. He emphasized that the government will continue investigating and filing cases against those involved in alleged irregularities tied to flood control projects nationwide.
“Ito po ay patuloy naming gagawin at simula lang po ito at patuloy naming iimbestigahan at kakasuhan lahat po ng may kinalaman sa mga iskandalo na nakikita natin sa mga flood control project,” he added.
Court records show that the Office of the Ombudsman filed the criminal information before a Regional Trial Court in Digos City on December 5, 2025. Prosecutors alleged that Discaya and other respondents conspired to facilitate the release of P96.5 million for a revetment project in Jose Abad Santos, Davao Occidental. Authorities said the project was approved and funded but was never implemented on the ground.
Notably, Discaya surrendered to the NBI last week even before an arrest warrant was issued by the court. At the time, she explained that her decision to place herself under government custody was meant to ensure her personal safety amid the growing controversy.
