Caloocan police official arrested after detainee found missing during surprise inspection

A ranking police officer was arrested after authorities discovered a detainee missing during a random inspection at the District Special Operations Unit (DSOU) Detention Facility in Caloocan City on Saturday.

According to a report, members of the Regional Intelligence Division (RID) of the National Capital Region Police Office (NCRPO) conducted the inspection and noticed a discrepancy in the headcount—one person under police custody (PUPC) could not be accounted for.

Police Major Hazel Asilo, NCRPO spokesperson, confirmed that the inspection revealed multiple procedural lapses.

“Nung hinanap natin ito, tinawagan nung ating duty jailer ‘yung pulis at nalaman na nasa kanya ‘yung ating nawawala na isa sa mga detain doon,” Asilo stated.

The missing detainee was later found in the custody of a police lieutenant colonel, who claimed he had taken the detainee out for a “case build-up operation.”

However, NCRPO clarified that such an act is strictly prohibited.

“Hindi niya nabanggit kung ano ‘yung case na inaayos nila, pero kahit ano pa man ‘yung case na ‘yun, ilegal na gamitin ‘yung PUPC para sa mga ganong klaseng operasyon,” Asilo explained, emphasizing that detainees awaiting commitment orders cannot be used for operational purposes.

The officer was subsequently arrested for violating Article 223 of the Revised Penal Code, which penalizes conniving with or consenting to evasion of service of sentence.

He is currently under the custody of the Northern Police District’s District Investigation and Detective Management Division (DIDMD).

The detainee, initially held for h&micide since August 3, has been returned to the detention facility as investigations continue.

In other news, a 47-year-old woman was arrested in Quezon City on four separate warrants for Estafa (fraud) and violation of the Anti-Bouncing Check Law. Her alleged modus operandi involved purchasing millions of pesos worth of high-value goods, including jewelry and meat products, using worthless post-dated checks. One businessman claimed a loss of over P12 million, while another was allegedly swindled out of more than P17 million. The suspect is currently detained as authorities encourage other victims to file additional complaints to strengthen the case.

Still in other news, the Ombudsman directed the NBI and BFP to investigate the DPWH building fire in Quezon City. DPWH confirmed that no documents related to flood control anomaly investigations were affected. The fire reportedly started from a computer explosion inside the Bureau of Research and Standards. No employees were injured, and officials are assessing the extent of the damage.
