Hernandez’s testimony came after former Bulacan district engineer Henry Alcantara disclosed how they allegedly split “commissions” from flood control project funds among certain lawmakers.

Former construction division chief Jaypee Mendoza further testified that aside from hotels, cash deliveries were also made to an exclusive country club in Pasig City.

Co has previously denied any involvement in alleged kickbacks, rejecting claims that he inserted P13 billion into the 2025 national budget for flood control projects.

Reports initially stated that Co was in the United States for health reasons, but as of Monday, his whereabouts remain uncertain.
