President Ferdinand “Bongbong” Marcos Jr. has directed the Department of the Interior and Local Government (DILG) and the Philippine National Police (PNP) to ensure peace and order during ongoing rallies, while exercising maximum tolerance toward demonstrators.

DILG Secretary Jonvic Remulla, speaking through Presidential Communications Office (PCO) Secretary Dave Gomez, confirmed the directive on Sunday following a series of anti-corruption protests across Metro Manila.

“Ang utos ng Pangulo panatilihin mapayapa ang mga rallies, for police to exercise maximum tolerance pero huhulihin lahat ng manggugulo,” Gomez said, quoting Remulla.

He emphasized that the government respects the people’s constitutional right to assemble and express grievances, but warned that those who resort to violence will face arrest.

“We will protect the citizens' right to peaceably assemble to redress their grievance but we will not tolerate instability and violence,” Gomez added.

The order comes in the wake of incidents at Ayala Bridge where some protesters clashed with police, shoving and throwing objects at law enforcers.

Authorities described the altercation as isolated, noting that the majority of rallies under the “Baha sa Luneta” movement were peaceful.

Organizers of the Sept. 21 demonstrations, which coincided with the anniversary of Martial Law, reiterated that their call was focused on accountability and reform, not chaos.

They urged participants to remain disciplined and avoid actions that could undermine the movement’s credibility.

With protests expected to continue in the coming days, the government vowed to strike a balance between upholding public safety and protecting democratic freedoms.

In another report, President Ferdinand Marcos Jr. removed PNP Chief Gen. Nicolas Torre III and appointed Lt. Gen. Jose Melencio Nartatez Jr. as officer-in-charge. Nartatez is from PMA Tanglaw-Diwa Class of 1992 and was previously Deputy Chief for Administration, the second-highest post in the PNP. Torre’s recent reshuffling of senior police officials without approval from NAPOLCOM and DILG was opposed, leading to controversy. As new OIC, Nartatez vowed to strengthen patrols, improve investigations, enforce the five-minute response policy, and monitor integrity in the police force.

Previously, Gen. Nicolas Torre III, the chief of the Philippine National Police (PNP), has been relieved from his post. The relief was officially confirmed by Executive Secretary Lucas Bersamin on Tuesday, August 26, 2025. A formal document from Malacañang directed Torre to immediately turn over all office matters, though no reason for the decision was given.
