The controversy arose after Manila Mayor Isko Moreno announced that his city’s waste would be redirected to the New San Mateo Sanitary Landfill (NSMSLF).

This decision was prompted by the recent closure of the sanitary landfill in Navotas, which had long served as the primary dumping site for the nation's capital.

In a statement, Mayor Rivera said he was "shocked" by Moreno's announcement, noting that his local government was not given any prior notice.

"This action was done without any consultation or prior notice whatsoever to our local government," Rivera stated, also taking issue with the Metro Manila Development Authority (MMDA) for its alleged lack of communication.

He stressed that the San Mateo landfill was initially established as an alternative waste facility for areas within Rizal, not as a dumping ground for the vast volume of waste generated by a major metropolis like Manila.

"It was not designed to handle the large volume of garbage from big cities in Metro Manila," the mayor insisted.

The potential consequences of the waste transfer are a primary concern for the San Mateo local government and its residents.

Mayor Rivera fears that the landfill would be overwhelmed and reach its capacity much faster than anticipated.

Furthermore, he raised concerns about the significant increase in traffic that would result from the continuous influx of garbage trucks, not to mention the potential health hazards posed to his constituents.

In response, MMDA Chairperson Romando Artes acknowledged that there may have been a "matter of communication" issue with Mayor Rivera but maintained that the transfer was coordinated and that the San Mateo landfill's Environmental Compliance Certificate (ECC) allows for such a volume.

He also noted that other cities are already utilizing the landfill.

For his part, Mayor Moreno defended the decision, citing an acute "lack of material time" to find an alternative solution.

He explained that his administration, which had only been in office for two months, worked quickly to establish a temporary transfer station and acquire new hauling trucks to transport Manila's daily waste to San Mateo.
