Two women were found dead on the side of the highway in Palauig, Zambales on August 14.
According to the initial police report, a resident heard a vehicle speeding past the area at around 3 a.m.
Shortly after, the resident also heard several gunshots but chose not to investigate.
When authorities arrived, they recovered five empty shells from a .45 caliber firearm at the scene.

They also found 15 empty transparent sachets, a lighter, and other personal belongings believed to be owned by the victims.
Police are still conducting a thorough investigation to determine the motive behind the killings and to identify the people responsible.
They are also looking into the background of the victims and any possible links to the items found at the scene.
In the Philippines, when dead bodies are found, the police immediately secure the area to prevent anyone from disturbing the scene.
Investigators from the Scene of the Crime Operatives (SOCO) are called to gather evidence, take photographs, and collect any items that could help in identifying the victims or the cause of death.
They check the bodies for identification, visible injuries, and other clues.
The remains are then brought to a funeral home or medical facility for an autopsy to determine the cause and time of death.
