Court nullifies Alice Guo's term as Bamban Mayor, declares her a Chinese national

Alice Guo has officially been removed from her position as Mayor of Bamban, Tarlac after the Manila Regional Trial Court Branch 34 ruled that she is actually a Chinese national named Guo Hua Ping.

The decision, dated June 27 and issued by Presiding Judge Liwliwa Bidalgo-Bucu, granted a quo warranto petition filed by the Office of the Solicitor General.
With this ruling, Guo's election and entire term as mayor have been declared invalid.
The court emphasized that “Chinese citizen Guo Hua Ping and Alice Leal Guo are the same person,” referencing fingerprint analysis as critical evidence.

The ruling detailed that the two identities share “15 identical ridge characteristics on their right middle finger and 15 identical ridge characteristics on their right index finger.”
Although Guo argued that the case was moot due to her prior dismissal by the Office of the Ombudsman in August 2024, the court proceeded.
“Considering the peculiar circumstances involved and the novelty of the case, the Court will not shun away from its bounden duty to litigate,” the decision stated.
Guo had earlier been removed from office by the Ombudsman for alleged grave misconduct related to her reported ties to a Philippine Offshore Gaming Operation (POGO). Authorities also cited national security concerns as part of the justification for her dismissal.
This landmark ruling adds a new layer to the controversy surrounding Guo’s identity, effectively ending her political role while reinforcing evidence linking her to a foreign nationality.
Alice Leal Guo was the Mayor of the Municipality of Bamban, Tarlac, and was eventually dismissed. She won as mayor during the national elections in 2022. She became known nationwide after her name was dragged into the ongoing Senate investigations regarding Philippine Offshore Gaming Operations (POGO) and the alleged proliferation of illegal immigrants. Her name has been the subject of many online memes since then.
In a previous report by KAMI, DOJ is looking to oppose dismissed Bamban, Tarlac mayor, Alice Guo's plan to run in 2025 elections. This was according to Justice Secretary Jesus Crispin Remulla following the announcement that Guo would be running again. Remulla also added that Guo's candidacy wasn't within her rights since she was facing issues against the legitimacy of her citizenship. Additionally, the dismissed mayor of Bamban was also recently put on the hot seat when international news channel Al Jazeera released a video indicating Guo was a Chinese spy.
Related to this, earlier this year, Guo Hua Ping, also known as Alice Guo, was arrested in Indonesia. Sen. Win Gatchalian, in a social media post, announced that the dismissed Bamban, Tarlac mayor, was arrested in Tangerang City, Jakarta. In a message sent to GMA News, Gatchalian said Guo was nabbed at 1:30 AM on September 4, 2024, and she is currently in the custody of the Indonesian Police. The news was also confirmed by NBI Director Jaime Santiago, according to ABS-CBN News.
