A 27-year-old resident of Lapu-Lapu City, Cebu, received P10,000 after completing a circumcision operation.

This is part of a program launched by the local government called "Operation Tulî."

The program encourages males aged 20 and above to undergo circumcision, with an instant P10,000 cash incentive.

Meanwhile, senior citizens who choose to join the same program will receive P20,000 in cash.

The cash incentive was personally handed over by Barangay Basak Chairwoman Jasmine Chan. She is also the president of the Association of Barangay Councils.

Circumcision holds deep cultural importance in the Philippines, especially among males.

It is widely seen as a rite of passage from boyhood to manhood, with many boys undergoing the procedure during summer breaks, usually between ages 10 to 14.

This practice, locally known as "tulî," is not just about hygiene or religion, but is strongly tied to social expectations and peer acceptance.

Boys who are not circumcised are often teased or pressured by their peers, making the tradition a significant part of growing up in Filipino society.

For many families, it is also seen as a proud moment, marking maturity and readiness to take on responsibilities.
