Meanwhile, an eyewitness claimed that the tricycle was speeding, and the driver was allegedly under the influence of alcohol.

In a report by GMA 7's 'Balitanghali,' courtesy of GMA Regional TV, the impact of the crash was so strong that the victim was thrown into the river beneath the bridge.

The victim's head reportedly hit a huge rock at the river resulting in his death.

Meanwhile, the victim's family refused to give out any statement about the incident.

In the Philippines, if a drunk driver gets into an accident and falls into a river with no other motorists involved, the driver is primarily to blame for the incident.

Under Republic Act No. 10586, or the Anti-Drunk and Drugged Driving Act of 2013, driving under the influence (DUI) is a criminal offense, and the driver is responsible for any damages or injuries resulting from their actions.

However, other factors could also be examined, such as road conditions, vehicle defects, or third-party negligence. If the road was poorly maintained, lacked barriers, or had missing warning signs, the local government or relevant authorities might share some responsibility.

If a mechanical failure contributed to the accident, the manufacturer or a negligent mechanic could be held liable. Additionally, if someone knowingly allowed the intoxicated person to drive, they could face legal consequences.
