Engineer na nagdisensyo ng gumuhong Isabela bridge, iginiit hindi "design flaw" ang sanhi

- Engineer Alberto Cañete refuted claims that a design issue caused the Cabagan-Santa Maria Bridge collapse, stating it followed the Bridge Code of the Philippines

- In GMA's report, Cañete explained that the truck successfully crossed nine out of 12 arches before the structure failed at the tenth

- He also explained that originally designed under the 1997 Bridge Code, the first eight arches were later reinforced to comply with 2015 regulations

- He said that the dump truck weighed 102 tons, exceeding the 13.5-ton axle load limit, making it more suitable for an 18-wheeler rather than a 10-wheeler

"Kung mali ang design, dun palang sa unang arko, babagsak na yun," Cañete explained.
"Baka may naiba, I don’t know, maybe sa construction o sa pagkabit. Kasi ang naputol sa tulay ay yung connection."

Cañete, who played a key role in drafting both the 1997 and 2015 editions of the Bridge Code, stated that while the bridge was originally designed based on the 1997 code, construction only commenced in 2014.

By 2015, new regulations had been implemented, requiring higher force standards for bridges.

To align with these updates, the first eight arches were retrofitted accordingly.

He further pointed out that the structure was designed to handle loads beyond the national 45,000-ton limit.

However, the dump truck involved weighed 102 tons, far exceeding the allowable weight.

“At three times the 13.5-ton axle load, he said, the truck should have been an 18-wheeler, not a 10-wheeler.”

GMA Integrated News sought a statement from the DPWH, which previously maintained that the bridge was not substandard.
