It can be recalled that rumors about the ICC issuing an arrest warrant against the former president recently floated on social media.
The rumors were further fueled by the reported departure of the former president abroad.
In a statement, PCO Secretary Ruiz said “The government is prepared for any eventuality.”

In a report by ABS CBN, PCO Secretary Ruiz also allegedly admitted hearing about an arrest warrant issued by the ICC.
“We’ve heard that an arrest warrant has been issued by the International Criminal Court against former President Rodrigo Duterte for crimes against humanity. The government is prepared for any eventuality,” ABS-CBN News, through reporter Katrina Domingo, said in its report.
However, Malacañang Palace Press Officer Undersecretary Atty. Claire Castro made clarifications in an interview over GMA News Online that there is no confirmation yet on the alleged issuance of the ICC of such an arrest warrant.
The rumored ICC warrants stem from allegations of extrajudicial killings and human rights abuses committed during Duterte's presidency.
The ICC's investigation, which has been a subject of contention between the Philippine government and the international body, focuses on the period when Duterte was in office and the implementation of his anti-drug campaign.

In a report by GMA News, it shared some photos taken from CCTV footage in the area. One could see a runner kicking a cat that was not attacking him.
