MMDA Chairman Behur Abalos announced Monday that all the mayors of Metro Manila have already "agreed in principle" to ban the entry of the unvaccinated in malls including public transport and restaurants under Alert Level 3.
This applies to both the unvaccinated and the partially vaccinated. The only exception is when they need to undertake essential trips. Philstar reported that they will still be allowed to engage in individual outdoor exercise but only within the general area of their residence.

According to Abalos, this measure is only temporary and it is meant to protect those who were not vaccinated.
"Para kang nag-ECQ only for the unvaccinated... Ito ay temporary lamang, ito ay habang nasa Alert Level 3 tayo para maproteksyunan din ang walang bakuna," said Abalos in CNN's report.

In a media briefing, Abalos stated that individuals must present their vaccination cards upon entry at these establishments.
He also said that they are still finalizing the list of the new restrictions but they are already disseminating information among LGUs, so that the latter can make the necessary preparations for the implementation.
Manila Mayor Isko Moreno also said that there will be additional restrictions that would be enforced in the city starting Monday.
As per Manila Bulletin, the surge in Omicron cases prompted MMDA to implement stricter restrictions among people.
The World Health Organization has stated that in terms of transmissibility, it is not yet clear if the Omicron variant is more transmissible than other coronavirus variants like the Delta variant.
The Department of Health (DOH) has confirmed the presence of the Omicron variant of the coronavirus disease in the Philippines. DOH officials said that they, along with the UP-PGC and UP-NIH, have detected two cases of the variant of concern from 48 samples they sequenced recently. They also revealed that the samples were taken from travelers who arrived in the Philippines recently. DOH officials added that the two are now isolated and being monitored in a government facility.
Due to the rising cases, Metro Manila is set to be placed under Alert Level 3. This would mean stricter restrictions. The Department of Education has also canceled face-to-face classes.
