Tension escalated inside the Senate on May 12, 2026, after Robin Padilla confronted Kiko Pangilinan over what he described as shouting during a heated plenary discussion.

During the session, Padilla directly addressed Senate President Pro Tempore Loren Legarda to raise his concern regarding Pangilinan’s tone.
“Yes. Meron lang po akong mga konting katanungan sa inyo. Sapagkat gusto ko po sanang ireklamo si Senator Pangilinan sa pagsigaw. Meron po ba sa rules natin na sinasabing pwede mong sigawan ng kapwa mo, Senador?” Padilla said.
Legarda acknowledged hearing Pangilinan’s loud voice but tried to ease the situation during the session.

“Narinig ko yung malakas na boses ni Senator Kiko Pangilinan. Alam ko na si Senator Pangilinan ay dating galing sa broadcasting, baka nag-modulate,” Legarda remarked before suspending the session temporarily.
The confrontation continued as several senators reportedly approached both lawmakers to calm tensions inside the chamber.
“Ako ang nangtakot sa'yo? Eh Ikaw naman naninigaw. Ikaw naninigaw ako nanakot?” Padilla later told Pangilinan.
Pangilinan denied shouting and clarified that his voice only became louder during the exchange.
“Hindi ako sumisigaw tumaas lang ang boses ko, humihingi ako ng tawad,” Pangilinan responded.
Padilla, however, insisted there was a difference between raising one’s voice and shouting.
“Iba meaning sa'yo ng sigaw at tumaas ng boses. Okay ba yun?” he replied.
Following reports that Padilla may file an ethics complaint against him, Pangilinan later addressed the issue in a Facebook post, saying heated debates and raised voices have long been common in Senate proceedings.
He also dismissed the possible complaint and hinted that he was prepared to answer the issue if it pushes through.
“Ayaw ko ng away. Hindi ako palaaway pero hindi ko aatrasan ang sinuman kung ang gusto ay ganitong walang kwentang kasuhan,” Pangilinan wrote.
