In a statement released Friday, LTO Chief Assistant Secretary Markus Lacanilao confirmed that a Show Cause Order (SCO) had been issued in connection with the incident. The agency also ordered authorities to identify the driver and the vehicle’s registered owner so they could be formally notified.
The video reportedly showed pedestrians having to cross through another section of the road because the vehicle was blocking the designated walkway.
“Ipinakita rin sa video na napilitang dumaan sa ibang bahagi ng kalsada ang iba pang mga pedestrian dahil sa pagkakaharang ng sasakyan sa nakatalagang tawiran,” the LTO said in its statement.

Both the driver and the registered owner are required to appear before the Intelligence and Investigation Division at the LTO Central Office on October 20, 2026. They must submit sworn statements, present relevant documents, and explain their respective sides as part of the investigation.
The driver could face a possible violation involving the right of way for allegedly preventing pedestrians from using the proper crossing.
The agency also warned that further administrative sanctions could follow if the investigation establishes violations.
“Kung mapatutunayan ang mga paglabag matapos ang kaukulang proseso, maaari din siyang ideklarang Improper Person to Operate a Motor Vehicle, na maaaring magresulta sa suspensyon o pagbawi ng kanyang lisensya, alinsunod sa umiiral na batas at mga regulasyon,” the LTO stated.

While the case is being investigated, the driver's license remains suspended for 90 days, and the vehicle has been placed under alarm status.
Lacanilao emphasized that motorists must respect pedestrian crossings and prioritize public safety over convenience.
“Ang pedestrian lane ay para sa tao, hindi paradahan ng sasakyan. Walang puwang sa kalsada ang mga motoristang inuuna ang sariling kaginhawaan kaysa kaligtasan ng kapwa. Igagalang ang tawiran, at pananagutin ng LTO ang mga lalabag,” Lacanilao said.
