The Philippine National Police (PNP) has confirmed the arrest of a person accused of harassment and abuse, following a complaint filed by an 11-year-old girl in Camarines Sur.

The incident came to public attention after the child sent a letter to President Ferdinand Marcos Jr., which quickly went viral.

PNP Chief Police General Jose Melencio Nartatez Jr. stated that an on-site verification was conducted in response to the viral post.

"Based on the verification, the concerns raised involve alleged harassment, community safety issues, and a previous ra*pe case," said Nartatez.

He added that "police records show that the assault case was filed in 2023 and is currently under trial at the Regional Trial Court, with the accused already in detention at Tinangis Penal Farm."

In her letter to the President dated March 30, the young girl revealed that the alleged perpetrators, including the child and aide of a barangay kagawad, were involved in a reported assault of another girl and had been issuing threats against members of their community.

She requested protection and expressed her desire to continue her education safely.

President Marcos responded to the letter.

"Your letter has reached me and brought me close to tears and made me very angry. I am sending policemen to you and your sisters to protect you and to find anyone who has hurt any of you."
He also assured the girl that "I will make sure that you will be able to continue reading and studying as much as you want. You are a very brave, intelligent, and very kind girl and I will make sure to help you and your sisters in any way you need."

The Department of Social Welfare and Development (DSWD) confirmed that the child and other minors have been located and are now under the care of social workers. Secretary Rex Gatchalian said that the agency will provide counseling, financial assistance, and support for legal actions against violence targeting minors.

"Magkakaloob din ng tulong pinansyal para sa kanilang mga pamilya upang maayos ang kanilang kabuhayan," he added, noting that all necessary support for shelter and legal processes will be provided.

In another development, President Marcos Jr. removed Philippine National Police (PNP) Chief Gen. Nicolas Torre III and designated Lt. Gen. Jose Melencio Nartatez Jr. as officer-in-charge. Nartatez, a member of the Philippine Military Academy Tanglaw-Diwa Class of 1992, previously served as Deputy Chief for Administration, the second-highest position in the PNP. Torre’s recent reshuffling of senior police officials, which reportedly lacked approval from the National Police Commission (NAPOLCOM) and the Department of the Interior and Local Government (DILG), drew opposition and sparked controversy. As the new OIC, Nartatez committed to strengthening patrol operations, enhancing investigations, enforcing the five-minute response policy, and promoting integrity within the police force.

Earlier, Gen. Nicolas Torre III had already been relieved from his post as PNP chief. Executive Secretary Lucas Bersamin confirmed the decision on Tuesday, August 26, 2025. A directive from Malacañang instructed Torre to immediately turn over all official responsibilities, although no specific reason for the move was disclosed.
