A key suspect in the killing of former security aide George Capistrano has surrendered to authorities following an offer from Manila Mayor Isko Moreno.

The rider, identified as “Biboy,” gave himself up on Tuesday, just one day after Mayor Moreno publicly offered a P500,000 reward for information that could lead to the capture of the gunman.
In a Facebook Live broadcast during the “Talk to the People” session, Mayor Moreno introduced the suspect, who explained his involvement in the crime.
According to Biboy, he was unaware that his companion intended to kill Capistrano.

"I was just the driver. I didn’t know he was going to kill him. When he got off, he shot him right away. He was the only one with a gun," Biboy stated.
Capistrano, a 56-year-old retired police officer, was shot and killed early Sunday morning in Barangay 134, Balut, Tondo. CCTV footage showed the suspects intercepting Capistrano’s motorcycle before one of them shot him and stole his jewelry.
In his statement, Mayor Moreno assured the public that this development brings authorities closer to solving the case.
"We are halfway in giving justice to the victims," he said during the broadcast.
He also emphasized that the identity of the gunman is now known and vowed to continue the search for the other suspects involved in similar robbery-holdups across Metro Manila.
"Rest assured, we will not stop. If you did this in Manila, we will search the entire country," Moreno promised, reaffirming his commitment to bring justice to Capistrano and other victims.

In a related development, the Bacoor Component City Police have identified the man seen in a viral video trying to open a vehicle as Joel Viola Matados. Authorities said Matados is from General Trias, Cavite, and is believed to be experiencing a medical condition. His family explained that he had left their home earlier that day and appeared disoriented when the incident occurred. Motorist Lorie Sy recounted the tense moment, saying, “I stayed locked inside my car while he repeatedly pulled on my door handle in the middle of traffic.” Police are now urging the public to provide any information that could help locate Matados so he can receive proper medical attention.
