A heart-wrenching scene unfolded in the quiet town of Ramon, Isabela, on the morning of Monday, February 23, 2026, when a newborn baby boy was discovered abandoned near a local waterway.

The infant, whose umbilical cord was still intact, was found left alone in a plastic basin, sparking both concern and an intensive police search for his parents.

The discovery was made by a concerned resident passing through the vicinity of Macaniao Creek in Barangay Ambatali.

According to local authorities, the witness's attention was drawn to a laundry basin perched precariously on a concrete barrier near the water's edge.

Upon closer inspection, the resident found a living infant wrapped simply in a black pillowcase and a thin blanket.

Recognizing the urgency of the situation, the resident immediately alerted barangay officials, who then coordinated with the Ramon Police Station.

Under the leadership of Police Major Jay-Ar, the responding officers secured the area and ensured the infant was quickly transported to a safe environment.

The newborn was rushed to the Ramon Rural Health Unit (RHU) Birthing Center, where medical professionals confirmed he was likely only a few hours old at the time of discovery.

Despite the unconventional circumstances of his birth, health workers reported that the baby boy is in stable condition and is receiving necessary care and observation.

As of Tuesday, February 24, the Ramon Police have launched a full-scale investigation to identify the individual responsible for leaving the child.

Investigators are currently reviewing CCTV footage from nearby areas and coordinating with health workers to check records of local pregnancies and recent births in neighboring villages.

"This is a matter of the child's welfare and justice," a police representative stated, appealing to the public for any information regarding the infant's identity or the circumstances leading to his abandonment.

The child is expected to be turned over to the Department of Social Welfare and Development (DSWD) once medical clearance is granted.
