NBI cites new dashcam footage as key lead in death of former DPWH official

The National Bureau of Investigation said newly acquired dashcam footage may play a crucial role in clarifying the circumstances surrounding the death of former Department of Public Works and Highways undersecretary Maria Catalina Cabral. The development was reported by John Consulta on GMA News “24 Oras” on Friday.

According to the NBI, the footage obtained by GMA Integrated News showed Cabral seated on a concrete pavement between safety barriers on December 18, 2025.

Investigators believe the video could be the last known recording of her while she was still alive, noting that she appeared to be alone and that her vehicle was not visible in the area.

“Mayroon kaming nakita na very, very substantial, isang dashcam footage na nagsasabi at nagpapakita kay Usec Cabral na nakaupo na sa pinakababa,” said NBI spokesperson head agent Palmer Mallari.

He explained that earlier images suggested Cabral was sightseeing, but the newly reviewed footage showed no other person or vehicle nearby, supporting the view that she had no companion at the time.

Mallari added that the dashcam video was carefully analyzed frame by frame and included coordinates, date, and time data that matched the location where Cabral’s body was later recovered.

“Ang nakuha po naming footage, which was examined frame by frame, suggests na nandoon na po siya sa baba,” he said.

Based on these findings, the NBI said the injuries sustained by Cabral were consistent with someone slipping down a ravine. \

“Yung pwesto niya ay parang about to go down at magpapadausdos,” Mallari stated.

The bureau also confirmed that the body recovered in a ravine along Kennon Road was identified through fingerprint matching with its clearance database. Investigators are likewise examining anti-anxiety medic@tion and two blades found among Cabral’s belongings.

“The product literature of these medicines suggests that these were actually being taken by somebody who suffers from sleep and anxiety disorders,” Mallari said.

In a separate update, reports likewise confirmed the passing of former Department of Public Works and Highways Undersecretary Catalina Cabral, adding another development to ongoing national issues.
