A dashcam video that circulated widely on social media has been found consistent with the initial findings of the National Bureau of Investigation in the case of Department of Public Works and Highways Undersecretary Catalina Cabral’s death.

Authorities said the footage supports early conclusions on what transpired along Kennon Road in Benguet.
According to a report by Bea Pinlac on “24 Oras Weekend,” the dashcam clip recorded on the morning of December 18 showed a sports utility vehicle parked on the side of the road.
A woman was also seen sitting on a concrete barrier near the vehicle. Investigators later said the video matches details gathered during the early phase of the inquiry.

NBI operatives disclosed that Cabral and her driver had stopped along the roadside while traveling to Baguio City.
This detail, they said, is consistent with what appears in the dashcam footage now under review.
Department of the Interior and Local Government Secretary Jonvic Remulla likewise confirmed that a selfie photo taken by Cabral’s driver is authentic and corresponds with the person seen in the viral video.
Authorities also confirmed that the body recovered from a ravine near the area was indeed Cabral.
“With the confirmation of her death, we were able to clear up the speculation regarding the identity of the remains,” said Philippine National Police acting chief Police Lt. Gen. Jose Melencio Nartatez Jr.
“The next step is to establish what really happened, and this is now the focus of all our efforts in relation to this case.”
Despite the confirmation of Cabral’s death, law enforcement agencies said investigations linked to the alleged flood control corruption scandal will move forward.
“Aside from the conduct of the investigation into this incident, the Philippine National Police is actively working with other agencies to secure all pieces of evidence related to the ongoing investigation into the flood control controversy,” Nartatez said.
“This is really important for us as part of the commitment we declared at the start of the flood control investigation—that your PNP is committed to helping find the truth and pursuing transparency and accountability,” he added.
On Sunday, personnel from the PNP Criminal Investigation and Detection Group, Scene of the Crime Operatives, and forensic teams conducted a crime scene reconstruction along Kennon Road.
A patrolling police officer also recalled flagging down Cabral and her driver when they briefly stopped along the roadside.
In an earlier KAMI report, the Bureau of Customs was said to be probing the importation of about 40 luxury vehicles allegedly connected to the family of Sarah Discaya. The investigation followed a viral interview where Discaya showed off their collection of high-end cars, drawing the attention of authorities. Customs officials are now scrutinizing import documents, including the identities of the declared consignees, to check for possible legal violations. Discaya has also been linked to contractors tied to flood control projects that are currently under review by the Senate. Separately, reports have confirmed the death of former Department of Public Works and Highways Undersecretary Catalina Cabral.
