The Land Transportation Office (LTO) announced on Monday that it has issued a 90-day preventive suspension on the driver’s license of the individual who was caught on camera slapping a man pushing a cart.
The incident, which reportedly took place in Antipolo City, was captured on video on Sunday and quickly circulated across social media platforms, sparking widespread condemnation.
The disturbing clip showed the driver of a white Toyota Hilux exiting his vehicle to confront the cart-pusher, whose makeshift cart had reportedly scraped or bumped the expensive pickup truck.
The confrontation quickly escalated when the driver violently struck the cart-pusher on the back of his head.
What made the footage especially painful for viewers was the presence of a young child, the cart-pusher’s daughter, who was accompanying her father.
The video captured the innocent child crying hysterically, visibly terrified by the sudden outburst of violence directed at her father.
The trauma inflicted on the child became a major point of public and official concern.
LTO Chief Assistant Secretary Markus V. Lacanilao immediately responded to the incident, condemning the driver’s aggressive behavior in the strongest terms.
In a statement released to the media, Lacanilao emphasized the agency's zero-tolerance policy for such acts of road rage and intimidation.
“The Land Transportation Office will not tolerate this kind of behavior on our roads. If the allegations detailed in the video are proven true, the driver must be held fully accountable,” Lacanilao stated, making a solemn vow that "justice will be served" to the father and his young daughter.
As part of the agency's commitment to due process, the driver has been issued a Show-Cause Order (SCO).
This order compels him to appear before the LTO Intelligence and Investigation Division to formally explain why he should not be penalized further—specifically why his license should not be permanently revoked for being deemed an "improper person to operate a motor vehicle."
The 90-day suspension is a preliminary measure to ensure the driver is immediately taken off the road, preventing any repeat offense while the investigation is ongoing.
Additionally, the LTO has placed an alarm on the white Toyota Hilux, meaning the vehicle cannot be sold or transferred while the administrative case is active.
The agency stressed that while the viral video provides compelling evidence of the assault, the final determination of administrative liability will be made only after the driver submits his explanation and the hearing is conducted.
This case serves as a sharp reminder from the LTO that a driver's license is a privilege that carries with it the fundamental responsibility of maintaining proper decorum and respect for all users of the road, regardless of their status or mode of transport.
