Authorities have identified the registered owner of the vehicle involved in a viral video showing a minor driving n@ked and without a seat belt.

According to a report by Marisol Abdurahman on GMA News’ "24 Oras," the footage was taken in Mindanao and captured the young boy maneuvering the car along a curved road as other vehicles approached from the opposite direction.

Many viewers who saw the clip online expressed concern over the danger the child faced.

The Land Transportation Office (LTO) moved quickly to investigate the matter.

The agency has already issued a show cause order to the person listed as the vehicle’s owner.

Officials want a clear explanation as to why the minor was allowed to drive the car.

"Pinadalhan na nila ng show cause order ang nakarehistrong may-ari,” says the report.

LTO Chief Asec. Markus Lacanilao shared his initial observation after reviewing the video.

“Kamag-anak umano ang kasama ng bata sa sasakyan,” says Lacanilao.

He also noted the possibility that the adult in the video could be the boy’s parent.

As of the latest update, the authorities are still trying to get a statement from the minor’s guardian.

LTO officials say the actions seen in the video may constitute reckless driving on the part of the vehicle owner.

The violation stems from permitting the underage boy to drive the car despite clear safety risks.

“Posibleng reckless driving ang paglabag,” says the report.

The agency also reminded the public that not wearing a seat belt is prohibited by law. It carries corresponding penalties for both drivers and passengers.

With the ongoing investigation, the LTO aims to determine the appropriate sanctions and ensure accountability in the incident.

In Digos City, the local police chief has been formally tagged as a Person of Interest in the killing of Barangay Captain Oscar Bucol Jr. Authorities immediately relieved him of his post to ensure an impartial probe, especially since he had previously clashed publicly with the victim. As investigators broaden their efforts, around two dozen officers from the Digos City Police Station have already undergone paraffin testing. A reward amounting to P2 million—funded by Vice President Sara Duterte and Governor Yvonne Cagas—has also been offered for any information that can help identify and arrest those behind the crime.

In a separate development, a staff member of the New Bilibid Prison was arrested after she attempted to smuggle illegal dr&gs into the facility. The substance, believed to be methamphetamine, had been hidden inside the dough and tucked beneath several pieces of pandesal. Her apprehension soon led authorities to discover 33 more packets of the same drug inside the cell of an inmate she was known to visit regularly. According to the Bureau of Corrections, the employee will be charged under the Dangerous Dr&gs Act and will face swift administrative proceedings for her dismissal from service.
