The driver did not stop and continued driving as if nothing happened. Authorities later called on pet owners to keep their animals safe and away from busy roads.
They also warned drivers to stay alert and drive carefully, especially in areas where animals often roam.
The reminder came as concerns grew over road accidents involving pets and other animals. Officials said simple caution can help prevent tragedies like this from happening again.
In the Philippines, a driver who hits and kills a dog may face penalties depending on the situation.
If the driver was reckless or speeding, authorities can charge the person for violating traffic rules.
The owner of the dog may also file a complaint for animal cruelty if the driver showed clear neglect or failed to stop and help.
Police usually investigate the incident to see who was at fault. Drivers are expected to stop, report the accident, and try to assist.
Dog owners also have a responsibility to keep their pets secured and away from roads, and they may share liability if the animal was left roaming freely.
