Marcos declares state of national calamity after typhoon “Tino” ravages Visayas

President Ferdinand Marcos Jr. has declared a one-year state of national calamity following the extensive damage caused by Typhoon “Tino” in several provinces across the Visayas, GMA News reported.

The proclamation, issued as Proclamation No. 1077, was based on the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC).

Under the order, all national government agencies are tasked to “continuously undertake urgent and critical disaster response to save lives, reduce health impacts, ensure public safety and meet the basic subsistence needs of the people affected.”

It also mandates the implementation of post-disaster recovery measures to restore normalcy and improve living conditions in devastated communities.

“All departments and other concerned government agencies are also hereby directed to coordinate with, and provide or augment the basic services and facilities of affected local government units,” the proclamation stated, adding that private sector and international aid should be facilitated when necessary.

According to the Office of Civil Defense (OCD), the typhoon claimed 224 lives, with 158 deaths reported in Cebu alone.

The Department of Agriculture (DA) also reported ₱159.14 million in agricultural losses, affecting 5,982 farmers and destroying 6,578 metric tons of crops across 3,547 hectares of farmland.

The proclamation also authorizes law enforcement and the Armed Forces of the Philippines (AFP) to ensure peace and order in affected areas.

Palace Press Officer Undersecretary Atty. Claire Castro announced that the Office of the President will allocate ₱760 million in cash assistance to local government units (LGUs) most severely hit by the storm.

The declaration will remain in effect unless lifted earlier by the President.

In another report, President Ferdinand Marcos Jr. removed PNP Chief Gen. Nicolas Torre III and appointed Lt. Gen. Jose Melencio Nartatez Jr. as officer-in-charge. Nartatez is from PMA Tanglaw-Diwa Class of 1992 and was previously Deputy Chief for Administration, the second-highest post in the PNP. Torre’s recent reshuffling of senior police officials without approval from NAPOLCOM and DILG was opposed, leading to controversy. As new OIC, Nartatez vowed to strengthen patrols, improve investigations, enforce the five-minute response policy, and monitor integrity in the police force.

Previously, Gen. Nicolas Torre III, the chief of the Philippine National Police (PNP), has been relieved from his post. The relief was officially confirmed by Executive Secretary Lucas Bersamin on Tuesday, August 26, 2025. A formal document from Malacañang directed Torre to immediately turn over all office matters, though no reason for the decision was given.
