A woman seeking assistance at the Bureau of Internal Revenue (BIR) has filed a complaint after claiming she was treated harshly by a staff member while asking how to get a taxpayer identification number (TIN) ID.

The incident, which took place at the BIR Novaliches office in Quezon City, gained attention after the complainant, Nica Cadalin, posted a tearful TikTok video detailing her frustration.
In Mav Gonzales’ report on "24 Oras," Cadalin shared that she visited the BIR branch on Monday to secure a TIN ID needed for employment.
Prior to going to the office, she had been attempting to register online via the bureau’s Online Registration and Update System but repeatedly encountered technical issues.

Hoping for help, she asked assistance from a BIR employee, but the response, she said, left her shaken.
“Bakit ganyan ang employee niyo? Bakit nasa government kayo? Grabe. Nangangailangan ng tulong yung tao. Pare-pareho tayong tao dito,” she said in her viral post.
Cadalin recounted that instead of receiving guidance, she felt belittled as the staff member allegedly expressed irritation over her in-person request.
She added that the employee spoke in English in a sarcastic tone, making her feel inadequate for not understanding instructions immediately.
“Sobrang impatient niya… yung magmumukha ka talagang bobo,” she said.
Cadalin recalled telling the staffer to rest if they were not ready to assist the public, which she said further escalated the situation.
The emotional video was recorded after another visitor noticed her distress. Cadalin eventually left the office without obtaining her TIN ID.
She has since taken her complaint to the Anti-Red Tape Authority.
Meanwhile, the BIR Novaliches office confirmed that the employee has gone on leave and their contract will cease effective November 1.
