The Land Transportation Office (LTO) has taken swift punitive action, ordering a 90-day preventive suspension of the driver's license belonging to a motorist who gained viral notoriety for a video showing a young child seated on his lap and controlling the steering wheel while the vehicle was in motion.

In a public statement released on Monday, the LTO confirmed that its Intelligence and Investigation Division (IID) successfully traced the vehicle, an MG sedan with conduction sticker RP915A, to its registered owner in Butuan City.

Following the identification, the agency immediately issued a Show Cause Order (SCO) to the individual whose name appears on the vehicle's registration papers.

While the agency is still clarifying the exact identity of the person driving in the video, the SCO compels the registered owner and the driver to present themselves before the LTO-IID office in Quezon City on October 15 to provide a sworn written explanation for the severe breach of road safety regulations.

The viral footage, which circulated across various social media platforms, clearly depicted a man driving with a child perched on his lap, with the minor actively holding and turning the steering wheel on a public road.

This reckless behavior immediately triggered an administrative inquiry by the LTO, which cited the driver for multiple violations of national traffic and safety laws.

The alleged infractions include:

Reckless Driving (Section 48, Republic Act No. 4136, or the Land Transportation and Traffic Code).

Failure to Wear or Use a Seatbelt Device (Section 4, Republic Act No. 8750, or the Seat Belts Use Act of 1999), as neither the driver nor the child appeared to be properly restrained.

The agency emphasized the gravity of the offense, stating that such actions are “alarming” and pose an unacceptable risk to the lives of the driver, the child, and other road users. In addition to the license suspension, the LTO has also placed the involved vehicle on an "alarm" status, which prohibits any transaction (such as sale or registration renewal) involving the sedan while the investigation is underway.

The LTO’s stern response serves as a critical reminder to all Filipino motorists about the paramount importance of responsible and disciplined driving.

Failure to appear before the LTO and submit a formal response by the scheduled date will be interpreted as a waiver of their right to be heard, allowing the agency to proceed with a resolution based solely on the evidence at hand. "Road safety begins with accountability," the LTO stated, underscoring its commitment to upholding traffic laws to ensure the security of everyone on the nation's roads.

Still in other news, a biker died after being hit by a modernized jeep on Lopez Jaena Street, Molo, Iloilo City. The driver, identified as "Conrado," 57, also passed away after suffering a stroke while driving. CCTV footage shows that the driver was in normal condition before suddenly becoming paralyz3d (due to the stroke). The driver's family and the transport cooperative promised to cover all expenses.
