The disturbing event, which occurred in Barangay San Vicente, has caused an uproar among residents and animal welfare advocates.
According to a Monday report from GTV News Balitanghali, the CCTV recording shows the victim, a dog, peacefully resting by the side of the road when the dark-colored SUV approached and stopped.
Initially, the encounter seemed innocuous, as a person inside the vehicle appeared to toss food toward the unsuspecting canine.
However, the situation quickly turned horrifying. Moments later, a man exited the SUV carrying a blunt object, believed to be a club or stick, and immediately launched a ferocious attack on the dog.
The footage shows the man repeatedly and mercilessly striking the animal. The assault only ceased when the dog was rendered motionless on the pavement.
Without showing any remorse or hesitation, the attacker then grabbed the lifeless or severely injured dog by its leg, dragging it across the ground and lifting it into the back of his vehicle.
The man then quickly re-entered the SUV, which immediately sped away from the scene.
The dog's owner has since reported the incident to local authorities and is cooperating with the barangay and police to identify and locate the perpetrator.
The swift, deliberate nature of the attack, combined with the perpetrator's use of an SUV and subsequent carting away of the animal, suggests a premeditated act, raising serious concerns about the individual’s motive and mental state.
This incident is the latest in a series of reported animal cruelty cases in Pangasinan and the wider region, underscoring the urgent need for stricter enforcement of the Animal Welfare Act (Republic Act No. 8485, as amended by RA 10631).
Under current Philippine law, acts of cruelty to animals are criminally punishable, carrying penalties that include imprisonment and substantial fines.
Authorities in Alaminos are now actively attempting to identify the license plate of the SUV and track down the suspect.
The local community and animal protection groups are calling for a thorough and immediate investigation to ensure the perpetrator is brought to justice, emphasizing that such brutal acts cannot be tolerated and must be met with the full force of the law to deter future acts of violence against defenseless animals.
